What is a TCB?

JAPAN / CAB 202
Any radio and telecommunication device destined for Japan must be conform to the Japanese Standards laid down in national Ordinances and Notifications. Conformance of Radio Transmitters are stipulated in the Radio law, whereas the network access (e.g. public Japanese operator Network) is prescribed in the Telecommunication Business law. For both categories, approval for Japan is required.
CTC advanced has been recognized as an RCB (Registered Certification Body) by the Japanese Ministry of Internal Affairs and Communications (MIC) since 2004.
We are one of a very limited number of foreign RCBs recognized under both laws (Radio Law (RL) and Telecommunications Business Law (TBL)). This full service is of great benefit for manufacturers of radio and telecom equipment combinations.

With regard to the situation around COVID-19, which affects all countries, ENACOM - Telecommunication Authority in Argentina issued the Resolution No. 326/2020 in April 2020. According to this resolution, ENACOM introduced preliminary provisions to extend the validity of certificates with an expiry date between 16 March and 16 May 2020. The homologations were extended for a period of 60 calendar days from the expiry date (due to a mandatory lockdown from 20 March until 12 April).
In the meantime, ENACOM has issued a further Resolution 471/2020 which again extends the expiration date of certificates.
It states that all homologations which were due to expire between 16 March and 30 June 2020 will be extended for a period of 60 days starting from 1 July 2020.
Thus, these certificates will be valid until 30 August 2020.

News from Brazil Approval: Cancellation of Certificates
Any telecommunication device requires a Declaration of Conformity by an OCD (Organismo de Certificação Designado, the appointed Certfication Body by ANATEL – National Telecommunication Authority in Brazil) and a subsequent approval by ANATEL, before it can be imported or sold in Brazil.
Our Brazilian OCD informed us about a major change with respect to object registration.
With Ordinance 258, OF AUGUST 6, 2020, the new Object Registration criteria (e.g. compulsory certification products that follow the RGCP) has been established. Although the object registration activity is exclusive to the applicant/manufacturer, there was a change that you should be aware of when a certificate cancellation is performed. When the certificate is cancelled, the object registration is automatically deleted and the supplier/applicant is then obliged to remove all products from the market. Paragraph 1 of Article 5 stipulates this:
1 ° The registration will be framed in one of the following conditions:
I - Active: the product or input can be manufactured, imported or marketed or the service can be offered on the market without restrictions, as long as the criteria established in the specific regulations are observed;
II - Inactive: the service cannot be offered and the product or input cannot be manufactured or imported, maintaining the regularity of items already manufactured or imported until the date of inactivity;
III - Suspended: the service cannot be offered and the product or input cannot be manufactured, imported or traded by the supplier holding the registration, with the regularity of items already sold to the retail market being maintained until the date of suspension;
IV - Canceled: the service cannot be offered and the product or input cannot be manufactured, imported or traded in the national market, being the responsibility of the supplier holding the registration, the collection of all items available on the market, including those in power of retail trade.

ANATEL has published the Official letter Nº 384/2020/ORCN/SOR-ANATEL.
Due to the remaining impact of COVID-19, ANATEL decided to extend the renewal process defined in the Letters Nº 134 and 194/2020.
Now all certificates with an expiration date between March 6th and September 30th, 2020 are exempted from renewal testing and the provision of external/internal photos as long as the device has not undergone any modifications.
Here is the original communication of ANATEL:
“Considering the remaining impacts on the activities of the telecommunications industries, caused by the pandemic caused by the COVID-19 virus, and the condition provided for in item 8 of Letter No. 194/2020 / ORCN / SOR-ANATEL, we inform that the instructions contained in Letter No. 134/2020 / ORCN / SOR-ANATEL and the aforementioned remain valid for products whose validity of the Certificate of Conformity occurs until September 30, 2020.”

Uzbekistan - Uzstandard implements new Assessment Procedure
We would like to inform you that Uzstandard agency is about to implement an interactive conformity assessment procedure.
Uzstandard – Telecommunication Agency in Tashkent was included in the Unified portal for interactive public services.
In the near future, the agency will issue type approval certificates via this portal.
Once the type approval certificate is issued, the certificate holder receives a QR code and can check the certificate in the portal using the provided QR code.
Thus, the identification of certified products will be performed via QR-codes and will no longer support paper documents.
This new system was mapped out based on the decision of the President of the Republic of Uzbekistan No. PP-4059.
Uzbekistan assumes that with this will improve the national approval process in accordance with international practices.
The estimated date for the new service was set by the UZ agency at July 1, 2020.

QCVN 54:2020/BTTTT
MIC Vietnam has just published a draft Circular which introduces QCVN 54:2020/BTTTT replacing QCVN 54:2011/BTTTT. The draft Circular is expected to take effect from July 01. 2021.
Assuming that no further regulation change comes up, all approved products which have Wifi 2.4GHz function will need to re-apply for certification when QCVN 54:2020/BTTTT comes in force.
Circular 11/2020/TT-BTTTT & Circular 10/2020/TT-BTTTT
The Ministry of Information and Communication (MIC) has issued the Circular 11/2020/TT-BTTTT replacing Circular 05/2019/TT-BTTTT and Circular 10/2020/TT-BTTTT which amends and supplements Circular 30/2011/TT-BTTTT and Circular 15/2018/TT-BTTTT. Both of those two Circulars will take effect from July 01, 2020.
Please find some highlight features of each new Circular as below:
CIRCULAR 10
Besides Vietnam Telecommunication Authority (VNTA), there will be new certification centers which are designated by MIC (except VNTA) in the future.
- Certification method 7 (per-lot approval) is added.
- MIC allows to issue the certificate under manufacturer name, but if importers want to use the certificates under manufacturer name, they have to ask the manufacturer to submit the importers list and corresponding models to VNTA.
- MIC accepts the SDoC under name of manufacturer, but if importers want to use the SDoC under manufacturer name, they have to ask the importer to submit the importers list and corresponding models to VNTA.
- Form of the type approval certificate is changed.
All certificates which are issued before July 01, 2020 still keep valid until the expired date.
CIRCULAR 11
- QCVN 86:2019/BTTTT will be the new RF EMC standard for 2G/3G/4G devices (replace QCVN 86:2015/BTTTT and QCVN 18:2014/BTTTT).
- 5G technology will be available in Vietnam soon. The applied standards for 5G technology is QCVN 47:2015/BTTTT and QCVN 18:2014/BTTTT.
- QCVN 119:2019/BTTTT will be applied for maritime navigation and radio communication equipment.
- Some short range devices (including wireless chargers; MICS, MITS devices; 60GHz devices; 24GHz radar devices not used for road traffic/railway traffic) are moved to Appendix 2 (list of products which is mandatory for SDoC only).
Current certificates will keep the valid until the expiry date or until the effective date of the new standards which replace applied standards shown on the current certificates.

Moldova – amendment in the labelling requirements – no transition period!
The TR34/2019 will enter into force on 22.02.2021.
The new TR makes provisions regarding affixing of national conformity mark SM on radio equipment.
Therefore we inform you the following:
- According to TR34/2019 p.3 (3) “it shall be prohibited, under the conditions laid down in this Decision, to affix the SM conformity mark and the CE marking to the same radio equipment”. This provision enters into force on 22.02.2021.
- The affixing of conformity mark is performed during manufacturer process. Therefor the radio equipment which will be produced/manufactured after 22.02.2021 must not bear the label with SM and CE conformity mark on the same radio equipment.
- The products and stocks of products which was approved by our Certification Body and manufactured and labelled until 22.02.2021, are not necessary to comply with this provision because the actual Technical Regulation “Radio equipment, telecommunications terminal equipment and recognition of their conformity” approved by Government Decision nr.1274/2007 is valid until 22.02.2021.
Taking into account the above mentioned, the products manufactured by your company until 22.02.2021 shall be allowed to be placed on the market of Republic of Moldova even if both conformity marks are placed on the same equipment.

DECT / CAT-IQ
CTC advanced conducts testing for DECT (Digital Enhanced Cordless Telecommunications) products according to the current European and US standards. We offer all functional and regulatory testing like radio interface, the GAP protocol, acoustics, network access and specific absorption rate. Moreover we can perform the testing of quality parameters. Additionally CTC advanced is the right partner for achieving the CAT-iq mark. CTC advanced can provide all respective services which are required to launch a CAT-iq product on the various world markets. Besides excellent quality the CAT-iq Certification will give you the additional benefit of ensuring the interoperability with many devices of different manufacturers for a wide range of functions.

CPV- AND M-TIP CERTIFICATION
CTC advanced as accredited Mastercard service provider offers the full range of CPV and M- TIP services. The CTC advanced portfolio includes all MasterCard technologies for cards and mobile products, with the exception of EMVCo CPA-based products. The Mastercard terminal integration process M-TIP is carried out to ensure that the terminals placed in the network correspond to the requirements of Mastercard. CTC as an accredited MasterCard service provider will validate your M-TIP test results and, if successful, apply a letter of approval for the appropriate terminal network configuration.

Bluetooth
A device incorporating Bluetooth® wireless technology must undergo testing according to the Bluetooth® SIG Qualification Program in order to classify as a licensed product with the Bluetooth trademark. CTC advanced is accredited Bluetooth Qualification Test Facility (BQTF) with recognized Bluetooth Qualification Experts (BQE), offering a comprehensive range of testing services.
